It embodies pretty much everything in RPGs in the 90s that TSR was not: urban, edgy, violent, cybery, punk. I applaud the art director for stepping outside the comfort zone of the magazine, but this winds up being a real visual outlier that I think makes the next run of covers seem even more stodgy in comparison.
