This one is a WYSIWYG kind of thing: Citi-Block (1987), a box set of modular cardboard floorplans and terrain for tactical combat in the Judge Dredd RPG. As you can see from the cover, it is also approved for Warhammer 40k. I love this stuff and Games Workshop does this sort of thing well, particularly during this more fun, brightly colored period.
