This is Heroes and Villains, one of a couple supplements Judges Guild produced for DragonQuest (1982). It says it is an adventure, but that’s a lie! It’s just a book of NPCs. It’s pretty forgettable. Even most of the art feels like an afterthought.

You gotta wonder what the motivation was here. Did the JG folks really think this was going to sell, that DragonQuest was the new hotness? Did they just want to offer as many publications as possible, no matter the quality? You can still get them in shrink wrap off eBay for like next to nothing — a guy in Texas seems to have a warehouse full of them.
